Near the end of the survey, we asked developer and publishers for advice they would want to pass to the platforms they work with. What was instructive in their comments was that no one said they wanted a handout. There weren’t complaints about bigger businesses, or the competition for time and resources where they are frequently deprioritized. There weren’t requests for special favors or “fairer” treatment. They believe the system in which they operate is working, not in need of overhaul.
In response to the European Commission’s announcement of the intention to introduce new legislation to govern the relationship between platforms and businesses, the Developers Alliance conducted a survey of European-based developers and publishers to examine the need for such intervention. Over the course of several weeks in October 2017, we surveyed over 110 European-based developers and publishers on their experiences.
On 27 June, the Developers Alliance organized a Tech Policy Dialogue on “The Next Challenges for the EU Mobile Economy” in Brussels. The session brought together representatives from the EU institutions and the industry to explore the state of competition in Europe and discuss the role of government in the app marketplace.
When, two years ago, the European Commission announced its investigation on the Google practices in the mobile ecosystem, the authority prophesied that the Android’s owner was stifling innovation.

Thanks to its culture and creativity – and to numerous talents living there, a new wave of innovation generates growth and success stories. In the gaming industry, Gameloft created more than 6,000 jobs, most of them working on apps for smartphones. Spotify, Rovio, King are amongst other golden nuggets. The openness of the mobile ecosystem permits to companies to enter quickly on the market and to compete, sometimes with established ones.
Today, the Application Developers Alliance released the result of a global survey of mobile app developers and publishers: Competition in the Mobile App Ecosystem. The report shows a healthy mobile app market and an industry that is concerned about being misrepresented and sees unnecessary intervention from external authorities.
While the magic of apps is simple and elegant offerings that consumers enjoy, hidden from view is a complex web of intertwined co-dependent parties that the Alliance calls “the app ecosystem.” In order to succeed and convert an idea into a business, app developers and publishers rely on many ecosystem partners, including high-quality operating systems and devices, and providers of analytics, advertising and marketing services.
