Developers Alliance Recommends Core Principles For Digital Service Act Success

In a position paper submitted to the European Commission’s public consultation, the global developer advocate submits key principles and outlines current roadblocks. 

Brussels, March 31, 2021 —  The Developers Alliance has submitted its position paper on the Digital Services Act (DSA) ahead of the European Commission’s public consultation deadline of March 31. In the paper, the Developers Alliance notes what it recommends as the requirements for the act to be successful and produce positive change for the digital economy. 

Specifically, the Developers Alliance supports a Digital Services Act that…

  • is a horizontal and harmonized framework.

  • provides legal clarity and certainty.

  • sets out the right incentives to tackle illegal content.

The paper also goes on to outline areas where the text needs to be clarified, where basic principles should be strengthened, and where caution is needed to preserve a balanced approach. The position paper will serve as the basis for the organization’s support of different amendments during the upcoming negotiations. 

The European Commission originally published the legislative proposal for the Digital Services Act on December 15, 2020. The organization’s preliminary reaction can be found here.

There are several aspects to be clarified so the text could serve as a solid and harmonized legal framework for providing digital services across the EU,” stated Karina Stan, Director of EU Policy and Head of Brussels Office. “Software developers are looking forward to an EU regulation providing legal certainty and the right incentives to tackle illegal content for all service providers, of all sizes. We’ll stay engaged in the debate and will encourage co-legislators efforts to set out a clear scope, a plain set of rules, and coherent enforcement.
